Death Strike refunds 15% of Runic Power spent if it heals you for more than 10% of your maximum health.

In challenging content, you will always trigger this, and will gain 15% more Death Strikes. Virtually guaranteed RP refund, it synergizes very well defensively and offensively with the rest of the kit, and it’s extremely strong compared to the competition. But you must capitalize on efficiently spending your runes or RP. Even in the case where you are, it will still be a net loss in damage. This Legendary useful for Raids and Mythic+.

 

Superstrain

Available Slots: Neck, Chest

Your Frost Fever, Blood Plague, and Virulent Plague also apply the other two diseases at reduced effectiveness.

On single-target, this averages out to 0.5 RP/second; in AoE, each additional mob averages out to 0.12 RP/second. It sounds small, but it very quickly adds up defensively and offensively - does slightly more DPS. This Legendary useful for Mythic+ and Raids.

 

  Frost Death Knight

Obliterate deals 10% increased damage and has a 12% chance to refund 2 runes.

Single target throughput. This is the best Legendary for any build, making it really versatile. Obliteration really favors the increase in Obliterate and Breath of Sindragosa works great with the rune recharge. This Legendary good for Raids.

 

 Rage of the Frozen Champion

Available Slots: Wrist, Hands

Great AoE and solid single target makes this effect good choice for Mythic+. Good in stuck with Breath of Sindragosa.

 

Biting Cold

Remorseless Winter damage is increased by 30%. The first time Remorseless Winter deals damage to 3 different enemies, you gain Rime.

Good in stuck with Obliteration. Provides good output on both single target and AoE. Also provides the free Rime. Great AoE and solid single target makes this effect great choice for Mythic+.

 

  Unholy Death Knight

Reduces the Runic Power cost of Death Coil by 10 and Death Coil increases the duration of Dark Transformation by 1 sec.

Great for single target.This Legendary also reduces downtime in your rotation. Furthermore, it synergizes very well with Convocation of the Dead since it allows you to bring the Apocalypse cooldown down to ~45 seconds. This is powerful since you can then get great synergy with Unholy Blight and Dark Transformation. This Legendary useful for Raids.

 

Frenzied Monstrosity

Dark Transformation also increases the attack speed and damage of you and your Monstrosity by 12%.

It brings good value for both single target and AoE. It unfortunately doesn't synergize with Eternal Hunger since the duration is fixed at 15 seconds. This Legendary useful for Mythic +

Each Soul Fragment consumed by Soul Cleave reduces the cooldown of Fiery Brand by 2 sec.

Great for single target and AoE as well (with the Fiery Brand build, this is a high priority in any build for progression). This Legendary significantly reduces the cooldown of Fiery Brand, giving much more uptime on a powerful defensive. This Legendary useful for Raids.

 

 Razelikh's Defilement

Available Slots: Legs, Wrists

Soul Cleave reduces the remaining cooldown on a random Sigil by 8 sec.

Required Legendary for the Sigil Kyrian build, and good for utility otherwise. It can significantly reduce the cooldown on your sigils.

The best overall Legendary for single Target and AoE. Great for Mythic+

 

 Chaos Theory

Crafting Preference: Hands.

Blade Dance has a 30% chance to grant you Chaotic Blades, increasing the damage of Chaos Strike by 50% and its chance to refund Fury by an additional 60% for 8 sec.

Just better one with single target DPS option when using First Blood. There is some random number generator involved in proccing this but the bonus it provides is very very strong. Usefull for Raid

  Guardian Druid 

 The Natural Order's Will

Barkskin reduces damage by an additional 10%. When it begins or ends in Bear Form, you gain Ironfur and Frenzied Regeneration.

This Legendary increases the damage reduction of your barkskin by 15%, making it reduce damage taken by 35% up from 20%. In addition you will gain Frenzied Regeneration and Ironfur when Barkskin is activated and when it ends, this leads to an enormous increase in the amount of defensive capability guardian has in general, and solves many issues the spec had with on-pull defensive issues entirely. For Raid.

 

Ursoc's Fury Remembered

In Bear Form, Thrash has a 15% chance to trigger an additional Thrash. Thrash grants you an absorb shield for 75% of all damage it deals.

15% Chance to trigger an additional Thrash, and an absorb shield for 75% of all damage it deals (including DoT ticks). This Legendary is a very powerful AoE defensive and offensive mixture, being only slightly behind the higher AoE DPS Legendary, Luffa-Infused Embrace. Grants an immense defensive bonus. The healing potential on AoE heavy raid encounters or Mythic+.

 

 Draught of Deep Focus

Available Slots: Neck, Chest

When Moonfire, Rake, Rip, or Rejuvenation are active on a single target, their effects are increased 40%.

This Legendary just great for raids. However the dps gain on pure single target when combined with catweaving is absolutely huge and worth noting as one of the best Legendary combinations Guardian has available currently, even given that niche single target is the only value. Must be combined with Catweaving to optimally take advantage of extremely large single target damage output increase.

 

  Feral Druid 

 Cat-eye Curio

Available Slots: Neck, Finger

Name: Memory of a Cat-eye Curio

Clearcast abilities generate 25% of their Energy cost, and your maximum energy is increased by 60.

Remains the best single target legendary for all covenants. Great both for Raids and M+

 

 Circle of Life and Death

Available Slots: Head, Finger

Crafting Preference: Head

Secondaries to use: Crit/Mastery

Your damage over time effects deal their damage in 25% less time, and your healing over time effects in 15% less time.

This legendary excels in AOE due to it's synergy with Primal Wrath. Good for Mythic+

 

  Balance Druid

 Balance of All Things

Available Slots: Feet, Legs

Crafting Preference: Feet, as the pants from raid are quite good.

Secondaries to use: Mastery / Versatility

Entering Eclipse increases your critical strike chance with Arcane or Nature spells by 50%, decreasing by 10% every 1 sec.

The way you play this Legendary is pooling over 90 Astral Power as you enter  Eclipse, then you gain the buff from Balance of All Things, then you dump x3  Starsurge as to gain insane crit value from Balance of All Things. The best choice for raid encounters as the amount of crit it gives you is pretty solid on single target fights.

 

 Primordial Arcanic Pulsar

Available Slots: Shoulders, Hands

Crafting Preference: Shoulders, unless your hands are significantly worse

Secondaries to use: Mastery + Whatever

Name: Memory of Arcane Pulsars

Source: The Maw, Wrath of the Jailer

Every 300 Astral Power spent grants Celestial Alignment for 12 sec.

This Legendary is actually insanely powerful depending on when you get your  Celestial Alignment proc. On raid boss encounters, the timing in which you get the proc can move this Legendary from above average to BIS depending on how the procs line up. In M+ making sure you get procs prior to the pack having 12 seconds left is very important to gain full value. For Mythic+

 

  Restoration Druid 

 Vision of Unending Growth

Available Slots: Head, Feet

Crafting Preference: Head.

Secondaries to use: Haste/Crit

Rejuvenation healing has a 2.5% chance to create a new Rejuvenation on a nearby target.

Partial ticks have a prorated proc chance meaning no longer have to care about haste breakpoints. Vision of Unending Growth will be the choice for raid and will continue to scale with haste. If you're using this in raid, please be aware that the additional  Rejuvenations will consume  Soul of the Forest procs. You're likely to switch to  Incarnation: Tree of Life when utilizing Vision of Unending Growth. Great healing-only AoE throughput legendary for Raid.

 

 The Dark Titan's Lesson

Available Slots: Neck, Back

Crafting Preference: Neck.

Secondaries to use: Haste/Mastery or Haste/Crit

Name: Memory of the Dark Titan

Source: Lord Chamberlain, Halls of Atonement

You may Lifebloom two targets at once, but Lifebloom's healing is reduced by 10%.

Lifebloom is to mana efficiency, especially when you include the increased Omen of Clarity procs which can be further boosted by the Flash of Clarity potency conduit. Being able to have two of them is great. Where things look even better is combining this with Photosynthesis and enabling both aspects of the talent at the same time or having the extra blooms on another target. Micromanaging all aspects of this extra Lifebloom will be critical to making the most out of this legendary. Great for Mythic+

 

  Circle of Life and Death

Available Slots: Head, Finger

Crafting Preference: Head

Secondaries to use: Haste/Crit (Damage Focus) or Haste/Mastery (Healing Focus)

The healing on this is actually fairly nice but does come with some efficiency issues. Most importantly the duration of the HoTs (and DoTs) is decreased. It'll require more casts to cover healing over the same period of time, meaning increased mana usage. If you can afford the increased mana expenditures or they matter less, such as in Mythic+, then this can be quite good, but there are better healing legendaries that don't have any downsides for raiding. From a damage perspective this is a solid sustained damage option as  Sunfire and  Moonfire are a large portion of our damage breakdown. Great for Mythic+ (Prioritet damage and healing).

 

 

 

Hunter Class

 

  Beast Mastery Hunter

 Soulforge Embers

Available Slots: Head, Shoulders

Crafting Preference: Shoulders, but only because the only shoulders from the raid are from the last boss.

Secondaries to use: Haste/Crit

Name: Memory of the Soulforge Embers

Launching a Flare into your Tar Trap causes up to 5 enemies inside of the Tar Trap to burn for (240% of Attack power) Fire damage over 12 sec.

The best single target legendary at the moment - it is the best on single target, it is extremely strong in dungeons since it scales on AoE and is up for most pulls, and is just an incredibly strong overall legendary. Great for Raids and Mythic+.

 

 Rylakstalker's Piercing Fangs

Available Slots: Feet, Back

Crafting Preference: Feet

Secondaries to use: Haste/Crit

While Bestial Wrath is active, your pet's critical damage dealt is increased by 20%.

20% crit damage during Bestial Wrath is quite good, but just not quite as good numerically as Soulforge Embers. It might not be this tier, but this will probably become worth using on single target at some point with enough gear, so having it ready to go at max rank should be on your to-do list at some point.

 

  Marksmanship Hunter

 Serpentstalker's Trickery

Available Slots: Shoulder, Finger

Crafting Preference: Either. Ring will end up being our best option due to Denathrius shoulders, but shoulders will be better early on.

Secondaries to Use: Critical Strike/Mastery

Name: Memory of the Serpentstalker's Trickery

Aimed Shot also fires a Serpent Sting at the primary target.

Every Aimed Shot applies a Serpent Sting to your target passively, without having to change your standard rotation. It's currently strongest option in pure single target and by far our best option in any sort of spread cleave scenario. In AoE, it only applies a single Serpent Sting to your primary target, however, it gives us the option to multi-dot. That being said, Serpent Stalkers loses value as you increase in target count and suffers in burst situations since Serpent Sting will have less time to fully tick. For Raids.

 

 Surging Shots

Available Slots: Neck, Wrist

Crafting Preference: Either. Pick whatever is the biggest benefit for you.

Secondaries to Use: Critical Strike/Mastery

Name: Memory of Surging Shots

Rapid Fire deals 25% additional damage, and Aimed Shot has a 15% chance to reset the cooldown of Rapid Fire.

Surging Shots is a solid hybrid option and with a certain setup, it becomes our strongest AoE Legendary. If you are Kyrian, this effect will be exellent for you - when paired with Double Tap and Streamline, all of these conditions make Rapid Fire very bursty inside cooldowns. For content such as Mythic+, this is a huge advantage and allows Marksmanship to have incredible AoE burst. If you aren't Kyrian, Surging Shots will perform a bit worse for you, but still the good choice. For single target situations, Surging Shots falls near the upper middle of the pack when comparing it to other legendaries. Best for Mythic

 

  Survival Hunter 

 Soulforge Embers

Available Slots: Head, Shoulders

Crafting Preference: Head, unless your shoulder is significantly weaker

Secondaries to use: Versatility/Haste

This is one of the strongest Legendaries in both pure single target and AoE. It is extremely versatile, and even can be a decent option for other specs if you need to switch. What it might not show on simulations in pure single target patchwerk or in raw AoE setting, it makes up for by being superb in both of them. For Raids and Mythic+ 

 

 Nesingwary's Trapping Apparatus

Available Slots: Waist, Feet

Crafting Preference: Replace lowest ilevel.

Secondaries to use: Versatility/Haste

Somewhat more focused, this is the strongest Legendary for a raw single target BoP build. This generates an insane amount of focus which makes it ever so valuable for survival. This is still good in AoE settings, but it simply can't compete with AoE focused Legendaries.

 

 

 

Mage Class

 

  Arcane Mage 

 Temporal Warp

Available Slots: Chest, Ring

Crafting Preference: Chest

Name: Memory of a Temporal Warp

This is great if you really, really need burst damage as the buff from this Legendary stacks with other  Time Warp effects, which the Legion version didn't do. That said, it's still annoying to use because it means you want to save Time Warp for your own use, rather than being able to use it for the group. If you don't have other players who can cast the buff, this Legendary is useless.

 

 Arcane Harmony

Available Slots: Shoulders, Hands

Crafting Preference: Either

Name: Memory of the Infinite Arcane

This is a really strong power that stacks up quickly. It's most useful against a single target but does have some uses in AoE if you spend your  Clearcasting on  Arcane Missiles instead of  Arcane Explosion (doing this is a gain at up to eight targets with  Amplification, or five targets without). Good for Raiding and Mythic+ 

 

 Arcane Bombardment

Available Slots: Feet, Back

Crafting Preference: Either

Name: Memory of an Arcane Bombardment

While it doesn't do anything to high-health enemies, as soon as they fall into execute range Arcane Barrage hits about as hard as a tactical nuke. Not useless against a single target, and absolutely murderous in AoE and cleave. Overtakes Arcane Harmony at 3+ targets. For Mythic+

 

  Fire Mage 

 Fevered Incantation

Available Slots: Head, Waist

Crafting Preference: Head

Name: Memory of a Fevered Incantation

Consecutive critical strikes increase critical strike damage. Mostly useful in  Combustion. Extremely close in damage to  Firestorm but requires less effort and is less RNG dependent. Fine for Raids and Mythic+

 

 Disciplinary Command

Available Slots: Wrist, Finger

Name: Memory of the Disciplinary Command

Crafting Preference: Depends on current loot.

Small critical strike damage increase after casting a spell of each school. 30 second cooldown. Activate on cooldown unless  Combustion is coming off cooldown soon.  Counterspell, Arcane Explosion, and  Frostbolt are the best spells to use to trigger it. Might be good for Mythic+

 

  Frost Mage 

 Slick Ice

Available Slots: Waist, Legs

Crafting Preference: Legs

Name: Memory of Slick Ice

More Frostbolts means more chances to generate  Fingers of Frost and  Brain Freeze, making this Legendary really powerful against one target. Not as good as other options in situations with 3+ targets.

 

 Glacial Fragments

Available Slots: Legs, Back

Crafting Preference: Legs

Name: Memory of Fragments of Ice

Source: Torghast, Tower of the Damned, Coldheart Interstitia. Layer 3+

This Legendary is really strong in AoE and deals reasonable priority target damage, but it's behind all our other offensive options against a single target. A good option on Fortified weeks if you need it, but your boss damage will suffer. It doesn't have any effect past five targets though, so isn't well-suited to massive pulls. For Mythic+ content.

 

 Freezing Winds

Available Slots: Head, Hands

Crafting Preference: Head

Name: Memory of the Freezing Winds

This power gives you a way to reliably generate  Fingers of Frost, which is great in single target and cleave fights. There are a lot of systems buffing  Ice Lance in Shadowlands, so being able to cast more of them is great. Legendary for single-target and AoE, but not strong enough at either to justify being a first craft.

 

 

 

Monk Class

 

  Brewmaster Monk 

 Stormstout's Last Keg

Available Slots: Shoulder, Hands

Crafting Preference: Hands

Secondaries to use: Versatility, Critical Strike

Name: Memory of Stormstout

Source: General Kaal, Sanguine Depths

Keg Smash deals 30% additional damage, and has 1 additional [charge][charges].

The best performer in AoE encounters - this makes your Haste continue to gain value in between the 14.3% and 33% Haste breakpoints, rather than just turning worthless across that whole range due to being GCD-capped. Basically, having a buffed 23% Haste without this Legendary means you're going to cast  Keg Smash every 7 seconds -- wasting ~9% Haste worth of value. With this Legendary, you would cast Keg Smash every 6.5 seconds -- gaining ~9% more Keg Smash damage/Brew recharge from it. It also just adds 30% more damage onto your strongest damage-dealing skill ( Keg Smash), which is great. It doesn't add quite as much damage as Charred Passions in single target, so it's not the best choice for Patchwerk raid encounters, but it's not far off. Perfect for Mythic+ and Raids.

 

 Charred Passions

Available Slots: Feet, Back

Crafting Preference: Feet

Secondaries to use: Versatility, Critical Strike

Your Breath of Fire ignites your right leg in flame for 8 sec, causing your Blackout Kick and Spinning Crane Kick to deal 100% additional damage as Fire damage and refresh the duration of your Breath of Fire on the target.

This is the highest-damage offensive option in single target, but it does not scale into AoE as well as Stormstout's Last Keg. Good for Raids.

 

  Mistweaver Monk 

 Tear of Morning

Available Slots: Helm, Waist

Crafting Preference: Helm

Secondaries to use: Versatility/Crit

Name: Memory of the Morning's Tear

Source: Sludgefist, Castle Nathria

This legendary provides a throughput bonus to spells you are already casting. The increases to Vivify cleave healing is nice, and now allowing  Enveloping Mist to also cleave 20% of its healing to your  Renewing Mist targets means that you gain more value from  Enveloping Mist in both raids and Mythic+ content.

The spread mechanic that is triggered when you heal a target with  Renewing Mist already, with either  Enveloping Mist or  Vivify. It's a nice bonus, but will not but a huge part of the additional healing this legendary provides. Good for Raids and Mythic+

 

 Ancient Teachings of the Monastery

Available Slots: Wrist, Hands

Crafting Preference: Either slot, choose whichever is weaker based on your gear.

Secondaries to use: Crit/Versatility

This is Eminence reimagined. Instead of a passive buff that allows our damage dealing abilities to heal, you now need to activate a buff by first casting  Essence Font. One nice change is that the buff from  Ancient Teachings of the Monastery is not triggered until you finish your  Essence Font cast. This allows you to have full use of the buff if needed. This will require you to play in melee and utilize your damage abilities to make sure you are using the effect efficiently. Ok for Raids and Mythic+

 

 Yu'lon's Whisper

Available Slots: Shoulder, Finger

Crafting Preference: Shoulder

Secondaries to use: Crit/Versatility

Name: Memory of Yu'lon

Source: Torghast, Tower of the Damned. Fracture Chambers, Layer 3+

This is an easy to use, passive, fire-and-forget legendary. It will essentially proc a heal that is about as powerful as two  Vivify cleaves onto 6 targets in front of you. You need to make sure you are within the group and your character is pointed at them as the range is only about 15 yards. Other than that, it is a fairly uninteresting legendary that does good healing. Easy to use, passive bonus for each time we hit  

 

  Windwalker Monk 

 Invoker's Delight

Slot: Shoulder or Head

Recommended Slot: Head

Stats: Versatility and Mastery

Name: Memory of the Invoker

 Invoker's Delight is a special circumstance for a variety of reasons. Typically Haste isn't as valuable of a stat as the other secondary stats. However, due to the fact that  Invoker's Delight works when you use  Invoke Xuen, the White Tiger it amplifies our biggest burst damage window. Because of this, it's the strongest legendary for all Covenants.

Moreover because  Invoke Xuen, the White Tiger has the same cooldown as  Weapons of Order, it dramatically increases the potential power of  Weapons of Order and  Invoker's Delight if you choose Kyrian. The increased haste further reduces the cooldown of  Fists of Fury and  Rising Sun Kick which increases the strength of the additional cooldown reduction provided by  Blackout Kick during  Weapons of Order. This is synergy rarely seen in the Windwalker class, but one that pushes  Invoker's Delight into the top spot, especially for single target. In multiple targets the synergy's value isn't as great, as you'll use less  Blackout Kick in favor of more  Spinning Crane Kick.

Current sims are showing that this is the strongest legendary in single target and toward the top of AoE for all Covenants, making it the recommended first Legendary for Windwalker Monks.

 

 Last Emperor's Capacitor

 Last Emperor's Capacitor is the second strongest legendaries we have access to for single target damage. The amount of pressure it can put out regularly is very strong. When equipping it you'll want to use  Crackling Jade Lightning close to 20 stacks as possible without over capping and during which you won't have to move. There are other even stronger min/max situations that can be done using  Storm, Earth, and Fire to continue channeling  Crackling Jade Lightning while you cancel your cast and cast other things. A big benefit to this legendary is that the relatively short channel of  Crackling Jade Lightning allows you to pack a large amount of damage into a short time frame. It makes excellent use of stat and damage buffs, and does so without needing to get near the target. In AoE situations, the strength of this legendary falls off, but it will deal a large amount of damage to whatever poor target you pick to channel into.

 

 Jade Ignition

 Jade Ignition is the most powerful legendary we have available for scenarios with multiple targets, narrowly edging out  Last Emperor's Capacitor. Currently the  Chi Explosion is uncapped, which allows it to do a lot of damage, even when generating stacks via  Fists of Fury is capped at 6 targets. You'll regularly use up the stacks by casting  Spinning Crane Kick which is a mainstay of our AoE DPS. It also opens up potential ways to hoard stacks and hold off using  Spinning Crane Kick to use many stacks at one time, such as a period with a damage increasing buff or debuff. Despite its AoE focus, if you're talented into  Dance of Chi-Ji, which you likely will be, you'll regularly use the stacks naturally, helping you even in single target situations. It doesn't fall off in single target as much as  Last Emperor's Capacitor does in AoE, but there will still be a noticeable gap in its performance in single target due to less targets to generate less stacks and be damaged by  Chi Explosion.

It has a cap of 5 targets, which means it's possible to reach that cap with high Haste values. But most of the time, you will be getting full effect from the absorbs. A solid, well-rounded legendary. If you build around this legendary, it is very good. Using things such as Kyrian's  Divine Toll and talents like  Glimmer of Light  Crusader's Might make this legendary very powerful.

The one big advantage of this legendary is despite it being flagged as a "Retribution" legendary, it works for all three specs (you may need to select Retribution specialization to get the pattern and/or craft it) . Having a legendary that at least provides some value in all specs can be handy. For Mythic+.

Depending on your Haste, this will increase  Crusade or  Sanctified Wrath duration by about 5 seconds, or more during Bloodlust. It also synergizes very well with the Venthyr class ability Ashen Hallow too, as the damage bonuses to  Hammer of Wrath stack multiplicatively. It's a strong legendary because a large portion of Ret's damage comes from its burst windows, and effectively increasing that duration by 20% is a powerful bonus to have, for the same reasons that similar effects have been so strong for the past two expansions.

 

 Tempest of the Lightbringer

This Legendary won't change the target cap of  Divine Storm, but its projections are uncapped, which is one of the few ways Ret has access to uncapped AoE in Shadowlands. Using this Legendary won't have any impact on your rotation, but you will need to be aware of the direction you're facing as its projection can sometimes pull extra enemies. This is the best Legendary by a wide margin in situations where you're mostly casting  Divine Storm as a Holy Power spender.

When casting  Power Word: Radiance you have a chance to empower your next  Penance. You can hold two charges of this buff so there is no penalty to casting back to back  Power Word: Radiance. This is a solid legendary thanks to the moderate proc chance, but you're not able to guarantee that you have the buff for every ramp. If you generate two of the buffs then your 2nd Penance is frequently used well AFTER your ramp is completed, producing minimal extra healing. Still, it is strong burst that can fit easily into a  Schism window and offers a more bursty alternative to the above legendary in raid. More offensive, decent alternative raid legendary to optimize your healing during early progression but much more narrow of a ramp window. Solid uses in Mythic+.

 

  Holy Priest

 Harmonious Apparatus

Simple and easy to work with. So long as you're properly using  Circle of Healing and  Prayer of Mending, you'll receive some excellent cooldown reduction over the course of raids or dungeons. Faster cooldown reduction on your  Holy Word: Serenity and  Holy Word: Sanctify just means your healing becomes more efficient and you'll have greater mana efficiency early on in the expansion. This is key now that we have lost Essences and trinkets that regen tons of mana.

In 5 mans, dungeons are much more focused on groupwide damage as compared to BfA. There is plenty of valuenot only in the cooldown of  Holy Word: Serenity getting reduced, but also that of  Holy Word: Sanctify. Acceptable for Raids and Mythic+

 

 Twins of the Sun Priestess

Good on paper, awkward in practice. Maintaining the stacks of the buff in dungeons is challenging with such a low duration. You're also less reliant on pure single target healing in dungeons anymore so there's more value in another legendary that increases your flexibility with more holy words.

In raids, this legendary could work well, but the low duration creates a big challenge. There are so many short cooldowns that you cycle through and those, in addition to  Heal's lengthy cast time, make it difficult to get consistent value from the legendary. If you can achieve it, there is tremendous synergy between this legendary and  Resonant Words and  Trail of Light. Longer duration or making  Heal extend the duration would make this legendary much more consistent/potent. Good for Raids.

 

  Shadow Priest

 Eternal Call to the Void  

Mind Flay and Mind Sear have a chance to spawn a Void Tendril or Void Lasher that channels at your target, granting you 3  Insanity every second. BIS BIS

Numerically, this ends up being strong in most situations and can be considered the best all-around Assassination legendary.

The only reason you may want to deviate from this is when the final phase of an enemy is too short or unimportant. Raids and Mythic+

 

 Mark of the Master Assassin

In dungeons, you should usually be able to re-stealth between trash pulls and before bosses, so Master Assassin becomes an excellent choice there.

Compared to Zoldyck above, this offers strong burst damage upfront where Zoldyck is a late increase. In dungeon simulation they are looking similar, so it depends entirely on the number of re-stealths you get and the way your tank pulls. For Mythic+

 

  Outlaw Rogue

As long as you also use Adrenaline Rush often and don't sit on it, this is the go-to legendary. Great for Raids and Mythic+

This is inspired by an artifact trait from back in Legion and adds a strong effect to  Shadowstrike. This makes the legendary very useful in single target content but losing value when you use Shadowstrike less often as adds or cleave situations come in.

Here's a bit more technical detail on how it works behind the scenes, even though this should not affect the way you play or assess this legendary.

 Shadowstrike will apply a 2s debuff to the target that ticks every 2s. Every new  Shadowstrike during that debuff will pandemic extend it to a maximum of 2.6s (keeping the original 2s interval going). For every tick (including a partial if it expires at not a multiple of 2s) it then casts a less effective shadow damage version of Shadowstrike. This one will not generate combo points. The debuff approach comes with the theoretical quirk that if you use 4 Shadowstrikes in 4 seconds, it will only trigger 3 shadow Shadowstrikes. However, this situation does not matter in practice. I only want to mention how it works (so you can brag with this anecdote when talking to your friends or whatever). Raids and Mythic+

 

 Finality

This legendary is probably the best all-around legendary for Subtlety. It is a little bit behind Akaari on pure single target but it beats it on cleave or regular AoE events. It is a solid choice for raiding (where only few bosses are pure single target too) and is straightforward to play with.

The recipe for Finality drops from the end boss in Castle Nathria, so in the early expansion, this is something you won't get immediately. Depending on what you do in the game, you can decide to save for it or not.

Special note: There has been a bug on beta that I now assume will make it live: Every use of  Black Powder immediately triggers Finality: Black Powder which is then immediately consumed by the corresponding shadow attack from Rank 2. In other words, no physical Black Powder will be buffed but every shadow one will be, which should make it slightly better than intended when many Find Weakness are out and worse with few or none. Sims are set up to account for this bug, at the moment. Good for Raids and Mythic+ too

This legendary is also the only one that is strong enough to change our stat priority at the moment, favoring Haste and Mastery even when utilizing talents such as  Primal Elementalist or  Storm Elemental that normally favor Haste and Crit heavily while devaluing Mastery. Great for Raids

 

 Echoes of Great Sundering

This is a great extra burst option for all situations, and even has good talent synergy between Forceful Winds and  Earthen Spike to empower it further. The burst window in AoE of banking up  Maelstrom Weapon to make use of the  Chain Lightning cooldown reduction and cast  Crash Lightning 3 times a window with a final  Sundering (all of which procs  Windfury on all targets hit by the initial casts) makes for a massive opener that we otherwise don't have access to. For single target, this is simply a use-on-cooldown, surge of resources and additional consistent damage. Best choice for Mythic+ and Raids.

 

 Deeply Rooted Elements

However, this does not change our talent choice - Torrent works with the  Riptides it produces, but the other options in that talent row still clearly outshine it. Worth mentioning as well is that the copied  Riptide produces a  Tidal Waves as well, so you get 2 at once.

Necrolord: These Riptides do indeed interact with  Primordial Wave which makes this an even more powerful choice. It is still the best without being in this covenant however.

 

 Spiritwalker's Tidal Totem

The most well rounded second option for all content. Reducing the cooldown of Summon Demonic Tyrant to about 60 seconds flows nicely in almost all Mythic+. With the power of Demonic Consumption, having your cooldown available more often should not be discounted.

This is all-round the strongest legendary for raiding as of now. The increased % damage proc it grants you is very strong in every single scenario. A small bonus is, this legendary can also be used in the other two Warlock specs. Best for Raids.

 

 Cinders of the Azj'Aqir

A very strong option for Destruction. This is due to the increased amount of  Conflagrate casts. If combined with  Roaring Blaze this can be strong both on single and 2 targets. The raid consists both of single-target and cleave, perfect for this bonus. Best for Mythic+

Signet is a very strong, though somewhat unpredictable legendary best suited to multitarget content due to the high value of extra Bladestorms against multiple targets. Arms isn't hampered very much by the randomness, as it neither regularly caps resources or has any short damage buffs to maintain before using powerful abilities. Performs very well in single target when paired with Ravager, though performs better in multitarget with  Bladestorm. Because of the flexible nature, it should be the first legendary crafted by min/maxing players. Good for Raids and Mythic+.

 

 Leaper

Available Slots: Waist, Feet

Crafting Preference: Either

Secondaries to use: Crit/Haste

Leaper is one of the most useful legendary powers, despite not actually being used in combat. Rather, it is exceptional for getting around the game world when out of combat, as you can simply use an equipslot macro to equip the legendary, leap three times in quick succession, and then switch back to your primary gear. Ok for Mythic+

 

  Fury Warrior

Rampage has a 30% chance to apply the Siegebreaker effect to your target for 6 sec.

Deathmaker provides strong value in any encounter type, although is primarily suited to single target, where the debuff will always proc on the most important target. While it isn't the most interesting legendary, it provides fairly consistent value and doesn't require any particular management to get the most out of it. For now it might be good for Raids and Mythic+ too

Bladestorm, Recklessness, or Avatar randomly casts one of the other two abilities at reduced effectiveness.

Signet is a very strong (but also very random) legendary. There's little control over what buff will proc from it. For this reason, it's difficult to control effectively in single-target encounters, where you may end up proccing Bladestorm before  Enrage is active or while capping on rage, but does very well in multitarget ones where Enrage is easier to maintain due to to Fresh Meat. Good for Mythic+

 

  Protection Warrior 

 The Wall

Available Slots: Shoulder, Back

Crafting Preference: Shoulder

Secondaries to use: Haste, Versatility

Shield Slam generates an additional 5 Rage and reduces the remaining cooldown of Shield Wall by 5 sec.

Mainly it’s best Legendary for AoE - when combined with Anger Management, this can bring the average cooldown of your Shield Wall to less than 60 seconds. Even without Anger Management, this Legendary brings Shield Wall's cooldown down to roughly 2 minutes, and increases Rage generation - about a 15% total Rage generation increase. Acceptable for Raids and Mythic+

 

 Thunderlord

Available Slots: Feet, Hands

Crafting Preference: Feet - Boots are generally itemized worse than Gloves in the first tier of Shadowlands

Secondaries to use: Haste, Versatility

Each enemy hit by Thunder Clap reduces the remaining cooldown on Demoralizing Shout by 1.5 sec, up to 4.5 sec.

Limits talent flexibility. But best choice for maximizing its value in AoE when using the standard setup of Booming Voice/ Unstoppable Force/Anger Management, this Legendary increases your Demoralizing Shout uptime from ~17% to an average of ~40%. That's terrific, but it does require both being in AoE and using that specific talent setup. If you are not using Booming Voice, then this bonus is essentially pointless. If you are not using the other two talents, then this bonus winds up being considerably weaker, and arguably not competitive with the more versatile The Wall setup. Nice for Mythic+
