Finally in patch 9.1 Shadowlands, we can fly on new locations. You can fly in Bastion zone, Maldraxxus, Ardenweald, and Revendreth. But not in the Oribos, The Maw, Korthia and area The In-Between. Renown 44 opens Chapter 12, and when you will finish last quest in this line, you will get item Memories of Sunless Skies, and this is the access into the skies (Unlocks account-wide flying for all characters Level 50 and above).
Note: You must complete your 9.0 campaign and completed Chapters 3/9 in the 9.1. You'll be able to concentrate on a key focus for your Covenant activities, which is something you'd be doing anyway at max level.
There are no Pathfinder achievements, like in BfA.
Unlocking flying in Shadowlands rewards a Covenant-themed mount for your character.
If you are tired of foot journeys and want to look at everything from above, getting those achievements will allow you to reach the skies of Azeroth again. No more forced walks on the ground, or finding flight points and spending money on using vehicles.
