Nine-Tail Battlegear is the tier 15 rogue set. The Nine-Tail Battlegear items are sold by the following vendors with Tokens of the Crackling Vanquisher:
Neutral: Ao Pye at Niuzao Temple in Townlong Steppes
Neutral: Teng of the Flying Daggers at Bleak Hollow on Isle of Thunder
The legs and hands armor also drops from Nalak in Isle of Thunder.
Set has three ranks: Raid Finder (502), normal (522), and heroic (535). There are no Thunderforged Tier 15 pieces - only off-set items. Normal gloves and legs have a chance to drop from Nalak.
Nine-Tail Battlegear is the Tier 15 Raid Set. It contains 5 pieces. Has set bonuses at 2 and 4 pieces.

Wearing more pieces of this set will convey bonuses to your character:
2 pieces: Increases the duration of your finishing moves as if you had used an additional combo point, up to a maximum of 6 combo points.
4 pieces: Increases critical strike change of Envenom and Eviscerate by 20%.
Bonuses are the same for each rank. Also each rank set have different colors: Raid finder - brown, Normal - blue-brown, Heroic - purple.
